In the USA, applications to university are generally done directly to the university/college. Applications for admission can come before a scholarship offer is made, or following a scholarship offer.
Admission requests prior to a scholarship offer can be required to allow the admission department to confirm an academic awards that a student will receive. Once the academic awards are verified, a soccer coach will then confirm the athletic scholarship to give the whole package.
The admissions process will run its intended course smoothly provided there are no delays sending 'transcripts' (certified copies of certificates), test scores and fully completed forms. Prospective students in any event are responsible for ensuring that entrance or admission requirements are clearly understood.
When the admission process has been completed, the university/college will issue a "Congratulations" or "Welcome" letter. Following that, once the Affidavit of Financial Support (AFS) has been provided the university will issue the I-20 form which is required to begin the US Visa application process.
